That presumes the devil is evil to begin with.
The fact is (or as factual as mythology can be), the devil WORKS for god, as you say he's a servant of god. God says "punish these dudes for me", and the devil says "sure thing pops". Man wrote the bible, and in it tried to lay the blame for his evil on the devil, with all the "temptation to sin" stuff, but even if the devil does try to tempt humans to sin, he does it on god's orders, to test people's faith and obedience, much like the testing of Job.
You don't go to hell to become an evil sinner, you go to hell because you already are one. If the devil was trying to populate hell with souls, he wouldn't be trying to scare them away with threats of fire and brimstone and everlasting punishment, he'd be throwing an eternal kegger with all the beer, babes, and bongs you could ever want.
If anything, those dudes who wrote the bible should have blamed god for the evil in man. He supposedly gave us free will, but he sure as hell made most of us weak-willed.
