When all manner of gargantuan objects, such as spaceships, dreadnoughts, and what not, can levitate and fly around with no apparent propulsion?

Same reason why you cannot synthesise spice anywhere else...

Same reason shields work or not depending on what part of the plot we are. Herbert said his technology only exists to serve plot and does not make logical sense.

Would you use a semi trailer or a tank to run to the next town or to transport a half dozen people around? Like everywhere else, they have different devices for different uses.

If i know there are a bunch of terrorists with RPGs lying in bushes id use a tank. In fact Armored Personnel carriers exist specifically because of this situation.
