shareWell, it's certainly unencumbered by any superfluous, self-indulgent frippery such as "character development", "plot", "drama", or "an actual reason for the titular character to be in it".
shareLoner who wants nothing to do with strangers and actually tries to kill one at one point (Theron) teams up with them and helps them fight their character, but sure. "No character development."
shareA "loner" we are never actually shown to have any reasons for shunning human contact (other, possibly, than severe mental illness) tags by pure circumstance along with a bunch of people he has no reason to care about, and then sticks around them past the first half of the film, helping in a fight he has absolutely no stakes in, for no discernible reason other than to justify his name being on the title?

More odd than: Black Panther? Gravity? Inception? Avatar?

No frills relative to today's typical CGI VFX action fests. But compared to the first two Mad Max movies, this one is more like 'all-frills.'
