I realize this is done a lot, but I didn't see it in the MI4 message board. Even if I missed it, so what? Here is my ranking and I would love to read yours.

I rate them 3, 4, 1, 2. I understand why someone would put 1 before 4, though. I think 1 has the best plot out of all of them, but it's not nearly as fun to watch as 4. I prioritize how fun it is to watch because that's really what the series is about.
2 gets a bad rap because John Woo just threw together a bunch of his old cliches and was still relying on old editing techniques at a time when that wasn't necessary anymore. The Matrix was already out by then so there wasn't an excuse to rely on those quick cuts and slow motion to make the action seem more exciting. You had to actually get the actors to do the choreography and supplement it with effects to look good. It actually had a cool plot, several potentially good action sequences (the motorcycle chase was pretty good) and some good gun fights, but it wasn't anything we hadn't seen before. You might as well just go rent Face/Off or Desperado if you want that stuff, though. I actually enjoy the movie more than a lot of people, but it's not as good as the rest of the M:I series, IMO.
tl;dr: M:I-2 is a good early 90's action movie that came out in 2000. That's why people don't like it.
