It's not really that planned out. They are not that smart.

They want clicks and will churn out any old guff and drama bait to get clicks. Half the time I think they have AI bots making the news stories then see what gets the most clicks

It's probably AI, but It's intentional. The objective is to create racism where there is none. By the 1990s, 95% of the nation had moved past judging people based upon their skin color. Then in the 2000s politicians (one in particular) latched onto a few isolated racial incidents and ran with it. Stupid people who couldn't think for themselves agreed with their overlord and that's why we are where we are now.
