Rock's origins are mostly in classical and folk music, neither of which are black culture.
The problem with your logic is that you could also say that blacks "culturally appropriated" music that came before them as well.
Rock is from black music. Blues and gospel roots. Chuck Berry for one. Look at Elvis bio. Everyone knows this. Every rock person’s favorite is Robert Johnson (Dylan was one). The Rock and Roll Hall of Fame describes him as perhaps "the first ever rock star.”
