"Martin will write “A Knight of the Seven Kingdoms,” along with Ira Parker, a writer on “House of the Dragon.” Both executive produce, along with “House of the Dragon’s” showrunner Ryan Conal and Vince Gerardis"

It was David Benioff and D.B Weiss that wanted to end GoT after eight seasons. It has been confirmed in interviews that both GRRM and HBO thought that the show could go to 12 or 13 seasons.
