It's insane that live rounds would be allowed anywhere near the set.

"Target practice" is no kind of excuse at all, why would they think that was an appropriate thing to do with gun props on a movie set?
I'm trying to think of an example of something else so dangerous while at the same time utterly unnecessary , but struggling.

yeah but "prop" doesent mean
"artificial non working replica of a thing, or mock up, for use on a film set"
it means
"any piece of hardware procured to be used on a film set"
When it comes to guns, all "props" should be artificial, non-live fire replicas, mock-ups or whatever term you'd want to use to indicate they are not capable of firing live rounds.
There should be no real guns capable of firing live rounds on a movie set, at all, ever, period.
