Was Money Penny shaving Bond foreplay?... Do you think they had sex after she shaved his face?... It was a pretty sexy flirty scene.
After when he is in the Chinese casino she says he looks good and Bond responds with "its amazing what you can do with an extra set of hands."... Then later in the scene Money Penny says "She is pretty if you like that sort of thing." displaying some jealousy. THen when Bond is in a car chase he calls Money Penny on the phone for some info and Bond gets jealous of Money Penny having a guy at her apartment.

Do you think they had sex in his hotel room or was it just flirting?...

Normally, I might think "yes". But given that this is a Bond film and Moneypenny and Bond are the unrequited office love affair...I lean more towards "no". Of course, you might interpret it as the beginning of that flirtation: it happened once, she's keen to pursue the relationship, but he has no interest.

I am going with yes they had sex. Bond doesn’t seem like the kind of guy who would let it get that sexual and then not follow through. The only time that ever happened was in Casino Royale and he had to get to Miami right then, that wasn’t the case in Shanghai.
