Donald Pleasence who played the original Loomis died many years ago.
At first I thought they were using old footage of Pleasence or CGI but it was a person with facial makeup.
A second person impersonated his voice.
They are listed in the credits as Dr. Loomis and Dr. Loomis (voice).
