I came across an online photo of the Richard Harrow character which made me curious. And also because I'm a big history buff.

A combination of things. Terrence Winter, Scorsese directing the pilot (I was always under the impression it would be the only episode he directed and this assumption proved correct), the time period, I'm a big fan of Buscemi and the supporting cast was a big draw (namely Michael Kenneth Williams, Michael Shannon and Kelly MacDonald).

BIG Buscemi fan + gangster show + interest in that era. Scorsese being involved didn't hurt either.
