The fact that Scorsese was involved and had to do with gangsters in the prohibition era.

A combination of things. Terrence Winter, Scorsese directing the pilot (I was always under the impression it would be the only episode he directed and this assumption proved correct), the time period, I'm a big fan of Buscemi and the supporting cast was a big draw (namely Michael Kenneth Williams, Michael Shannon and Kelly MacDonald).

BIG Buscemi fan + gangster show + interest in that era. Scorsese being involved didn't hurt either.

A period gangster show with Buscemi as the lead. Thats what got my interest.

Scorsese tease; history that hasn't been beaten to death; good cast generally (not necessarily a fan of any particular actors, though).

Probably the main reason: strong promotion by HBO.
