That's just reality. There will always be another Hitler, Stalin, Mao, bin Laden, etc. It's very hard to predict exactly how and where they'll come from. Not too many people would have predicted that a failed artist like Hitler would one day come close to ruling all of Europe and presiding over the Holocaust. Or that a young man from a farming family in Hunan would become Chairman of the Chinese Communist Party and his failed policies would lead to the death of some 70 million of his fellow countrymen. Or that one of the sons of a billionaire Saudi construction tycoon would decide to declare war on America in 1998...and so on.
Personally, I'm happier to see us fighting terrorists today, rather than (still) fighting a massively nuclear-armed Soviet Union. After all, it's not as if Al Qaeda has much going for what's left of them nowadays...
