That's obvious: Lizzie McGuire.
While Hilary Duff is far from a good actor, she deserves an Oscar in comparison to Miley Cyrus. At least Hilary Duff could deliver her lines and sound like she actually knew what the hell she was saying. We also didn't have to deal with that deer in headlights look that Miley always gives.
Plus, Lizzie McGuire didn't have annoying catchphrases (thank you "Raven," for that). I swear, if I hear, "Say what," one more time while flipping through channels, I'm going to pull my hair out.
Furthermore, Lizzie's friends weren't complete idiots. They were normal. Like friends we had. And, most importantly, I could relate to Lizzie McGuire. LM dealt with the stuff normal girls dealt with or were going to deal with - buying your first bra, having to realize that you don't change who you are for a guy you like, first love, getting a job, the need for independence from parents, bar/bat mitzvahs, first kisses, eating disorders, etc. LM always had a clear message, the jokes were never forced, and it was a family show. It's impossible to relate to Hannah Montana. She's a girl, just like me, only she's a pop star, lives in a huge house in Malibu, dates movie stars who fall from the sky (literally), and has no clue WHAT she'll do if she can't go to her huge, all star party. Not once has HM dealt with things that normal girls go through.
To this day I can still watch Lizzie McGuire, laugh, smile, and enjoy myself. I feel sick when I watch Hannah Montana. It's not well written, it's not well acted (save for Emily Osment, but her character is so annoying it doesn't really matter), it's not relatable, and it's just not good.
Sorry for that long rant. Ever since Disney canceled its last good shows (Phil of the Future and Kim Possible), I've had huge issues with the channel. *Sigh* Oh well. At least I can still watch LM, Sister Sister, and Even Stevens on WGN.
