Yes, but even in the Québec situation the language is French, the accent is Québécois. The French language is never an accent, though you may speak English with a French accent.
Incredible, that on every movie in "foreign" language there are people from USA whining about having to read subtitles or not liking the language it was in.
This is one of the best things about watching movies - seeing different cultures, hearing different languages.
I think the French adds to the charm of the movie. What, you expect to watch a French film that takes place in France, using French actors, directed by a Frenchman, but have them speak English? Perhaps you should stick to watching American movies then...
Are you referring to the fact that French is the language spoken in this movie, or are you referring to the particular pronunciation common in Paris as opposed to other French-speaking cities or countries?

So don't watch a French movie then. Sure it's not everyone's preferred "genre" (i.e. if you're not adept at a modicum of French language) so either seek out it's qualities or go back to watching mostly crap Hollywood movies with increasingly dumbed-down American dialog. Not trying to be snobbish, but many of these "foreign" films really deserve their praise and viewership, and they thankfully don't usually cater to those who demand it delivered in their local tongue. Deal with it, enjoy it, or switch back to what makes you more comfortable (and miss out on loads of great movies).
That's the French language, not the French accent. An accent is when a native French speaker speaks an other language and you still can hear that s/he's French.
While certainly there are plenty of Americans who will flat-out refuse to watch foreign films with subtitles, there are a lot us (like me) who can't get enough of foreign cinema!
Just take a look at the ratings page for Amélie, and you'll see just how many Americans love this film. :)
