I love them both, but as Zodiac is a police procedural and therefore a little more dry and sober, Summer of Sam is sexy and exuberant, and therefore, more entertaining for me. So I prefer that.

another apples vs oranges debate ey?...fine, i'll take the bait-well i like SoS and didn't like Zodiac at all, I know a lot of people who like Zodiac, but to me Zodiac's story does a lot to go no where, as if the story were played out musically it would be on a piano with only one working note...SoS was also a lot more layered and had much more substance as a whole film while Zodiac tried to get in depth with a single idea but only convoluted unto itself and ended up dully simple...
