So, we see him just getting his pants up and buttoned, and his suspenders on.

What the fuck was he doing for the 5 to 10 minutes before????

This is the series of events:
they get naked
they start doing drugs
she over doses
Ziegler calls his slave to get doctor Bill from the crowd of guests.

The servant must have walked away, downstairs, looked around for dr Hartford, talk to him, walk him back up. It's a big house with a lot of people, since he left the bathroom till he walked back with the doctor it must have been 5 to 10 minutes.

I am assuming Ziegler called him when he was desperate, still with his dick out.
The servant left.
What the hell was Ziegler doing for the following 5 to 10 minutes naked?

A man like Ziegler obviously didn’t worry about much. At the very least he was receiving oral sex from the woman, in the middle of a Christmas party that he was throwing and that his wife was present at.
He didn’t even seem that stressed about having a naked woman who just overdosed hang out for another hour in his bathroom and then escorted home by one of his own people no doubt.
So yes, I can absolutely see him waiting until the last minute to put his pants back on.
Besides, he was used to being naked and fucking in front of crowds, he probably got off on it.

Ok, I would buy your "untouched" asshole version. He is written as an asshole.
But, the way Pollack plays him, in the movie he seems rather shaken by the situation, and worried about what might happen to him if she dies in his bathroom.

Your second guess is more convincing to me: he is so used to being naked in front of strangers that he is fine hanging around naked till the last second.
But thinking about this idea, it would have been even a cooler scene, going with this and with the rest of the movie, if he stays naked when Bill arrives: it would be shocking, and funny, and foreshadowing the shenanigans of the party people. I think Kubrick missed an opportunity there (and that would have been a great use of Keitel as Ziegler - Maybe Pollack refused to stay naked for the scene?)

I'd say he kept going until he finished, because it would take few minutes to find the doctor.

The girl wasn't dead yet, even the girl was dead, she died because of drugs she took, merely an inconvenience.
