What about Bram Stoker's Dracula? The most recent one?

Bram Stoker's Dracula, Brazil

staying away from Sci-Fi Fantasy I'd go with: The English Patient

I do think of '97 Great Expectations quickly when I think of beautifully shot drama/love stories.

'Legends of the Fall' is just as beautiful and romantically sad.

Also check out Hero (2004) is amazing!
So is Crouching Tiger, Hidden Dragon.

I second the Cell. Such an underrated visual masterpiece. It looks like a moving Salvador Dali painting.

How did you come to that conclusion? The movie, in my opinion of course, was beautifully shot and at times was visually stunning. I admit it's not the greatest film ever made but it's very far from awful. It's worth watching just for the score & setting alone.
