Simple, it was a drop in the bucket. Action movies were common in the 90's and the big names were Schwarzenegger, Stallone, Van Damme, Segal, and Willis.
There were a lot of action movies released direct to Video which included people like Eric Robert's, Cynthia Rothrock, Dolph Lundgren, etc...
Gina Davis was known more for comedy, drama, and chick flicks. So this didn't really mesh with her fan base and it didn't stand out among the other 90's action flicks. People today just give it more props. Many assume we didn't watch it. We did. It wasn't really that different.
