Is this Mark Wahlberg's best film ?

He is cool in it. But this is nobody's best film.

The film might have been better, and I do think that Wahlburg has been in better films, I just don't find him convincing. The Departed, and Boogie Nights are highly regarded films, and I feel that they are regarded in spite of Wahlburg, not because of him.
You should watch him in Ridley Scott's All The Money in the World. He's quite good. If you want to see his best pure acting effort, that might be it.

I don't know if it's his best, but Patriots Day is damn good and underappreciated. Pain & Gain also doesn't get the credit it deserves.

It's a good point of distinction. For instance, some say that Brando's performance in "A Streetcar Named Desire" is arguably his best, but I think it's a weak film and would never cite it as his best film regardless of how expertly he performed.
So I always take the question to mean: What's the best film the actor has appeared in.
No, I’d say it’s the worst film of everyone involved. Derivative, predictable trash.
James Foley should have stuck to directing music videos for Madonna, anything longer than three and a half minutes and he seems totally lost.

But it's one of his films I just love it as a guilty pleasure. His acting at times is so bad in this film (especially when he's trying to chat up Nicole) it's comedy gold but he's the best thing in it along with 24 year old Alyssa Milano at her hottest (she spends half the film in skimpy dresses and bikini's, you can't complain), and the way Wahlberg calls her character "whore, you know you like it " in his Boston accent never fails to make me laugh.
Reese Witherspoon (only 20 at the time) is fine as damsel in distress, we really get to see the best of her in the following three or four years after. I like Milano in this, I was half expecting her character to get knocked off or end up selling out Nicole but she goes from drug addicated pimped out friend to you feeling really bad for her as Nicole falls out with her. As she's only friend she's got. William Petersen knows what type of film he's in and plays it up as the father. Amy Brenneman as step mom looking fantastic (she was only 8 years older then Milano at the time).
This film gets a thumbs up just for the funny neck breaking scene. Something that still makes me laugh even today just with how out of nowhere it appears lol.
