It doesn't try to cater to film snobs in the least, it's just a straight up balls to the wall action flick with the right level of self aware cheesiness. They don't make 'em like this anymore. Con Air and Face-Off are two other great examples.

I don't know what happened. The later 90s were in over drive. The early 90s honed everything the 80s were doing, stylistically. But a shift happened in 94/95. A divergent path for pop culture. Some of it went even more gonzo and gorgeous, giving us this gem, and those OP mentioned. And the rest went grunge and back to the roots. Sitcoms were both outrageous and more tame than ever. It was all bizarre. Music was ruined for all time. The late 90s is when America flinched.

That's a good call. The Action genre in particular had a surge in the mid-90s, driven by the Hong Kong exodus as many of their major talent and auteurs worked in Hollywood, Jerry Bruckheimer having a resurgence as a super-producer and the DTV companies versed in pure action like PM Entertainment, Full Moon, Filmwerks, NEO, etc, reaching their peaks. In the pure action genre stripped of sci-fi and fantasy elements we've not experienced the like since.
