There a reason why the Blackout kids all have white/blonde hair?

Makes them look other-wordly. Making aliens appear as human children with superior capablities is pretty scary compared to most sci fi aliens.

I don't think the color is important, but the reason is to show uniformity, that they are of a hive mind

Dr Verner at one point says that they all have the same DNA almost as if they are all siblings from the same parents. The similar look drives it home that there kids are not the off spring of their parents, they are something else. Plus it just gives them a creepy look.
