Wrath didn’t match the other victims


John Doe talks about how all his victims deserved to be punished for their gluttony, greed, sloth, lust and pride. But those were long term behaviors of those individuals. Mills was actually a hopeful guy. His wrath was only because of Doe setting him up. It wasn’t as if he carried on his whole life as a vengeful person.

I wouldn't put too much thought into it. It was basically a manufactured ending done solely to shock the audience, like what the hack m night shamalfucker does. 90s ragebait.

Mills was shown to be prone to emotion getting the better of him several times through the movie. This includes his display of anger when John Doe shows up to photograph the crime scene which we later see photos of. If he hadn't had that interaction then it is unlikely Mills would have been his target for wrath.
