Was Waingro working with the cops towards the end? Or were the cops just watching him at the hotel bc of Neil?

This part really confuses me, it was so vague in the film itself

I think he made a deal with the cops to be a witness against DeNiro’s crew after being caught for the rape-murder of the prostitute earlier in the movie, if I remember correctly.

Waingro told Van Zandt about the bank heist, who then told the cops. Then the cops were just watching Waingro because they figured De Niro might try to take him out.

Goes to show how unreliable memory can be. I knew the police had him holed up but I completely forgot who he had actually snitched to.

Yep. The Henry Rollins character is the one who made the anonymous tip, hence the raid at his home.

The cops were just watching him. He had no idea they were there. Hannah told them to stake out the hotel in case Neil goes for him.
