They seem to be the only two characters that don't seem involved in any sort of criminal activities. Everyone else is involved with illegal actions of some sort.

shareYes, but arguably that's a fulfillment of his promises and obligations, which is a morally good action. Depending on what's in the briefcase, it might even be morally-justifiable to kill for it.
I mean, if it's just money or something, then not, but if the "it's his soul" theory is true, well, Jules might be fighting like heck to give Marsellus Wallace another shot at being good himself.
Either way, Jules is trying. He's trying real hard to be the shepherd.
