I mean, yes, she's self-absorbed and preoccupied with herself like 99% of teenage girls are.
But the show also depicts her deep concern and involvement with issues that are completely outside of her own trifling problems, like Ricky's homelessness and the teacher getting fired over the issue of free speech, which Angela basically becomes obsessed with by the end. She's actually a lot more focused on the bigger picture than most teenage girls are, which is why she's likeable and why she's the central character of the show.
