why did the 999 operator not take mcclane's call seriously??

she did hear the explosions in the background and should have ordered the army never mind one fat cop
All law enforcement in this movie, with the exception of McClane and Al, are seen as incompetent.
The FBI guys don't see the real threat, risk the lives of civilians, etc. The police chief doesn't want to listen to Al, or care about McClane, doesn't understand what the terrorists are doing (but Al does), etc.
