It's a 911 operator. Probably didn't take him seriously since he was "calling" on a cb radio instead of a phone. She told him to call back on a phone if it was a real emergency.
I wonder if he'd had an LAPD badge or ID to quote she'd have at least not been so dumb as a door nail.
Needless to say, I think she should be fired from her job as front line operator after the fact.
