What Rimmer doesn't have to be an officer?
We know he doesn't have the abilities but does he have the desire or intentions?

He doesn't have the "killer instinct" one needs to rise in the ranks. He doesn't come off as "middle to upper class" enough to handshake his way up the ranks. He's not smart enough to pass the exams.
So without the ruthlessness to do whatever it takes, the poshness or connections to schmooze, or the exam smarts, he's stuck with nothing but impotent ambition.
