I don't understand what you're not understanding here. Keith totally had it planned out with Duncan. They practically said as much when Duncan walks in, thanking him and his crew.
You quote the line from Watts - that's her acknowledging that Keith played this perfectly, having Duncan waiting and going in at exactly the right moment. What else do you think it means?
