It would be WAY worse today, because in 1984 people didn't have cell phones and the internet to be completely dependent upon. Today you would have to factor in the severe psychological repercussions of technology withdrawal. Also, people in 1984 were more bound by the basic societal rules of human decency. Today people consider those niceties to be oppressive and relish breaking them.

What if the Russians developed a “super technology withdrawal” weapon that could be detonated over the continent and all iPads, cell phones and other platforms would be destroyed in an instant? Would the populace disintegrate, or at the least be crippled significantly? Surly someone had done a study.

A nuclear bomb will cause an EMP and ipads and cell phones will for sure be destroyed in an instant. Did you plan to make some selfies the day after? Sorry, no chance...

Exactly . This already exists.

They can do the EMP with or without the accompanying physical blast and destruction.

Yeah I doubt that thing had much range , but I think an actual nuke detonated high up , the blast wouldnt do much , and there wouldnt be (as) much fallout/ radiation , but lots of EMP .

I think thats how an emp-only scenario would work , I could be misremembering whatever my memory is refereng to

Yes, it is all about range. You have to ionize a lot of air. A nuke is so far the best option.
There was a company (HSV?) in CA working on pinpoint air ionization with laser. But they disappeared all of a sudden a couple of years ago. Maybe now a military project?
