shareIt would be WAY worse today, because in 1984 people didn't have cell phones and the internet to be completely dependent upon. Today you would have to factor in the severe psychological repercussions of technology withdrawal. Also, people in 1984 were more bound by the basic societal rules of human decency. Today people consider those niceties to be oppressive and relish breaking them.

shareYeah I doubt that thing had much range , but I think an actual nuke detonated high up , the blast wouldnt do much , and there wouldnt be (as) much fallout/ radiation , but lots of EMP .

Yes, it is all about range. You have to ionize a lot of air. A nuke is so far the best option.
There was a company (HSV?) in CA working on pinpoint air ionization with laser. But they disappeared all of a sudden a couple of years ago. Maybe now a military project?
