they kept talking about it and showed it used twice in the beginning, but deckard never really needed to use it after that.

I got the feeling that the sole reason it was in there was to give a convenient way of letting us know that Rachael was a replicant but didn't know.

He didn't need it for the other replicants because they straight out tried to murder him the first chance they got. Besides it would have been boring seeing the same empathy test being run. Twice was enough.
