Weird things in the movie: the Renew Carousel and that laser surgery machine

the whole Renew Rebirth carousel thing doesnt make a whole lot of sense. Whats it supposed to exactly?

also that new face laser machine was pretty wicked when being used as a weapon

The participants in the renewal ceremony believe they are striving to be reincarnated as do the people cheering them on but, in fact, they are being killed to keep the population to a level that can be sustained within the domed ecosystem.
