Racquel is definitely sexier. Kitty is even sexier than Milady. But I don't think it's necessarily a function of the sexiness of the actresses themselves. Milady, as a courtesan, is much more heavily made up and modified according to 17th century fashion, than either Constance or Kitty. The look doesn't really do anything for me. Same goes for Geraldine Chaplin as Queen Anne.
As to acting ability, well, Welch played Constance as she was written in this screenplay, as more of a broad character (no pun intended) and more of a shallow character, I think, than Milady is written. Milady has a little more depth, supported by her backstory with Athos. I agree that Dunaway did an excellent job with the character. She has the cold charm, and all the venom, of a cobra.
Actually, I think everyone is excellent in both movies, from the main characters to the supporting characters.
