I forgot to address this previously. Japan simply had insufficient resources and in particular man power to occupy Oahu. The US still had a full garrison of troops there complete with firearms. Retaking PH would have been Job 1 for the US thus a full commitment of carriers and remaining capital ships. The Japanese task force including their four fleet carriers were not only scheduled to be elsewhere but were very vital to other operations as they were securing resource for their war effort including very vital oil, aluminum for aircraft production, and iron. Many senior officers in the Japanese military were very reluctant to risk any carriers at all for the attack on PH as they were extremely vital elsewhere. The same with troops who were needed to prod native populations in SE Asia to obtain these materials along with rice for Japan.
