Mary Poppins was a witch. No other way could it explain the things she was able to do short of being magic. While she was a good witch, she was still a witch. I think to deny this fact any longer is living in denial.

It's actually very clear in the mnovioe that she is not a witch. When she first appears to the Bank's children they say very clearly that witches have brooms and Poppins does not. End of story.

She could use magic. That's really all we know. She might be a witch or she might be a fairy, as the books say. The movie never explains it. And, it turns out, it really doesn't matter. It wasn't important to the plot.
