There are two kinds of Time Travel films/stories. The most common (and most boring) is where time travel is a "spice" element of the story like, e.g., Kate & Leopold, About Time, Terminator, 12 Monkeys and, ironically, The Time Machine.
Few focus on time travel being the main plot, if you know what I mean? A kind of overarching story line in other words. Few examples include The Butterfly effect, BttF2, The Girl who Leapt through time and The Disappearance of Haruhi Suzumiya.
Any story involving Time Travel is bound to have some made up *beep* in it but there's a fine line between making *beep* up as you go along versus having it all figured out at the start and abiding by the constraints you've set up.
In simple terms, you can only watch a good time travel movie once since watching it a second time will be vastly different (in a good way).
I know you've requested a GOOD time travel film. Instead I present you with perhaps the best Time Travel focused story in the form of a short anime series. Forgiving its small 2 episode derailing near the middle with the two side characters, it's overall one of the most solid time travel stories ever told. Extremely spoiler heavy, as with any good story of course, so be aware.
I'm quite surprised none have yet mentioned it in this thread not only because it's about time travel, but also because it's under Kate&Leopold.
The name of the series is Steins;Gate.
