Well, Oz of the film shows three witches (East, West and North) and sorta implies the existence of a witch of the South. This aligns with the book although later books in the series bring up Mombi, a lesser witch and, later, a good number of persons with magical knowledge and ability.
The Wizard, in the books, returns to Oz after an uncertain, but short, time and is taught real magic by Glinda. Everyone lives happily ever after, of course.

shareAccording to the book, there originally were four witches in Oz, each one ruling one of the four cardinal directions; and one wizard. While there were other male magic-users vying for being top dog, such as the Nome King, the Wizard just happened to be the luckiest of the bunch and got to rule Oz from the Emerald City.
They don't talk much about it in the movie, because the Wicked Witch of the East got crushed, the Wicked Witch of the West got melted, and they took Good Witches of the north and south and melded them into one character for the film. They never tell if these are the only witches in Oz, or if there are more out there. However, the fact that they refer to the guy in the Emerald City as "THE Wizard of Oz," indicates that he's the only one.

shareWell, can you blame them? The Wicked Witch of the East had terrorized those poor Munchkins for who knows how long, and nobody had the power to stop her. Then, a house drops out of the blue on top of her and a new girl comes out, so it's only natural they'd assume she had magic strong enough to kill someone as powerful as the Wicked Witch of the East. It never occurred to them that it was a freak accident caused by a tornado that could somehow cross realms.

The witches were native to Oz. The Wizard was not.
If films like Oz the Great and Powerful are taken as canon then he was self-appointed.
