We are going to release all of the people in our jails whom are there for marijuana charges, right? I mean, if it's worth letting a spy go to free her then how can we reason the rest must stay in jail?

Internally, we should trade Hunter Biden for at least one American in prison for a weed offense. California must be full of prisoners like this from their days of strict enforcement of the "three strikes" law.
