Her acting and music career are very much flops sad to say but what happened? Why isn't she more popular and successful? Her acting isn't bad or any worse than many more popular actresses and she is easily one of the most beautiful women around. Her music also seems fine specially compared with all the stuff that does become popular these days.
What gives? Was there some scandal or controversy that hurt her career?
Firstly, I think her acting is worse than a lot of popular actresses. She was the titular character on her own show and was the least interesting actress on the show. The fact she ended the series to pursue a bigger career and never got anywhere, while almost every other cast member surpassed her, shows she not only didn't have the same level of talent, but also likely didn't work as hard to make it. Not to mention she's the only one of the cast to suggest a reunion series, with the other cast members declining since they're all friends irl and see each other frequently - which highlights how little work she's getting.
As for scandals, yeah, she helped Jamie Lynn Spears bully Alexa Nikolas out of her career. Despite the showrunner knowing this, she went from being a side character on one show to having her own show, so I can only imagine her behaviour got worse because she was rewarded for it. And she's kinda known for not making friends with her female co-workers, with the co-stars that vouch for her being exclusively male co-stars.
How did she help bully Alexa? I haven't seen evidence of that. It is like with the false claims that she had problems with Ariana which turned out to be Ariana referring to someone else. Victoria Justice is legit one of the few unproblematic celebrities around.

All she does is keeps going to anyone who will listen and attacks Jamie Lynn Spears. For things that happened 20 years ago when they were spoiled kids. It's ridiculous.
She should stop that endless Pity Party. She is bully NOW. Jamie Lynn Spears never mentions her. Yet she keeps and keeps attacking her.
Competition. For every pretty face that made it there is 100 that didn't.
Sometimes it also the way you hustle. Go to every audition, knock and beg and demand. Some of them just sit and wait.
It is crazy that she can't even get top billing in the low tier films she does make.

shareQuite simply, she and her agent didn't chose meaningful roles after her Nick show ended. She was the lead in an MTV series (which didn't last long) and then nothing anyone will recognize save from 1 episode of a sitcom here and there. I have a hard time believing that offers dried up early on for her, so they had to have made poor decisions.
