The PVV won a plurality of seats. They cannot govern alone. It is possible that Geert Wilders party could still be in opposition if other parties form a coalition.

Same thing happened in Belgium a few years back when a newly formed political party, fed up with the uselessness of the party they would normally vote for, got the most amount of votes from the pissed-off Dutch speaking side but the minority French speaking parties refused to work with them so instead they got together, formed a coalition and became the government instead.
That's how the rigged system is supposed to work, you see.

I'm a she and yes I was referring to the system which was and is heavily rigged in favour of the minority French speakers who are around 40% of the country yet get to dictate what happens to the 60% Flemish majority +/- the 1% German side.
My husband explained it to me a few years back but I forgot what he said. It's a complicated political system here in how things are run. Mucho bureaucracy.
Oh yah, the good ole tensions between the Flemish and the Walloons. Some years back I was even asked at a sports competition to greet the Flemish team instead of the Belgian team. It was a friendly competition so I did greet the Flemish, but it appeared somewhat strange to me.
