They had no right to assume he was a mass shooter, because he wasn't there firing indescriminately at people. He was just there with a gun, as were a lot of people.
But lets explore that for a second. If you and your group of hoodlums are walking around town looking to commit a crime, and see someone that "looks like a mass shooter" wouldn't it be a good idea to avoid place, and destroy something else? Or do you do it anyway, and when you get confronted by this person that you are convinced is just there to shoot people, do you back off? Or do you get aggressive, and attack him? Sorry but it doesn't add up. They are either really stupid, or they just have poor survival insticts.
He didn't get shot for throwing a plastic bag, he got shot because he grabbed the gun and tried to take it away from Rittenhouse. It amazing how people will lie about facts. I'm not even blaming you for this, it's probably the bubble that you are in. but come on, if doesn't make sense at least question it.
The plastic bag by the way was his possessions, because he was just released from the hospital after a suicide attempt. He was also filmed challenging people to shoot him earlier in the night. He was a nutjob with a death wish.
