He’s not an actor I’d ever considered for the role but he is in his early thirties and will be cheap compared to the likes of Tom Hardy and Henry Cavill.

I don't think this is anything but a publicist's hopeful publicity grab, at best it's a trial balloon.
Which is going to fall flat, because while I think ATJ is a talented actor, I think his talents are more as a character actor than a star. He lacks the charisma, star quality, and testosterone necessary to play Bond, so I'm holding out for Aiden Turner! He's got all the It factors that Taylor-Johnson lacks.
There are only a handful of films I've seen ATJ star in, and like you say I don't think he has the charisma to play James Bond. I haven't seen Aiden Turner in anything, but if you meant Aidan Turner (Poldark) I can totally see him as 007.

I disagree---plenty of character actors have become stars, mainly because they have such a versatile range of characters they can play. Taylor Johnson can do both comedy and drama---he'll be playing the lead in this upcoming superhero flick called the Kraken---I've seen the trailer, and it looks pretty impressive, and he looks pretty impressive in it. From the few films I've seen him in, he definitely has the presence and the talent to be the next big thing, and that film might make him exactly that.
