This part is important. You say it connotes compliance but I argue the opposite. Look at the other mugshots released and how the angle of the lens is such that those being photographed were forced to look upwards towards the lens
this is a common and petty trick roled out by tyrants a lot to try and make their opposition look as bad as they can, it's been happening to Trump already since 2015 with pictures of him in the press having oversaturation and lots of times the most unflattering poses they can get.

Conclusion, Trump is obviously not happy with the situation but is more than happy to take advantage of the mugshot to help fund his legal battles and presidential campaign and likewise with his base, we are all happy to make the most of a bad situation with the mugshot.

Hmmm. You mention "tyrants"? There's nothing tyrannical about the current system. Or would your disagreement cloud your analysis? Are you.. a Trumper?
The lowered tilt must suggest some disagreement. However, my point is that a higher tilt (for instance a highered chin and expression) would demand respect to the viewer. Instead, the head is bowed. You only bow your head intentionally when in consideration for a higher authority, such as in prayer. We should agree a bowed head is not a sign of powerfulness. They are saying, they're doing this unwillingly.
The formal attire says "I am ready". They were not taken unfortunately, or without plan. The opposite, such as being dragged out of bed in the middle of the night in your underpants with your hair everywhere, which happens all the time to crooks, is my point.
The facial lighting result is the most stunning attack. He intentionally leans into its source and devises a schism. The result is remarkable, almost precise. Creating divisions is what a player does.
