Like I said, he is merely trying to take advantage of ugly circumstances by distributing an equally ugly portrait. For instance, a positive or neutral portrait would leave an impression that they are satisfied to be under scrutiny. He's too clever to appear happy as such.

Hmmm. You mention "tyrants"? There's nothing tyrannical about the current system. Or would your disagreement cloud your analysis? Are you.. a Trumper?
The lowered tilt must suggest some disagreement. However, my point is that a higher tilt (for instance a highered chin and expression) would demand respect to the viewer. Instead, the head is bowed. You only bow your head intentionally when in consideration for a higher authority, such as in prayer. We should agree a bowed head is not a sign of powerfulness. They are saying, they're doing this unwillingly.
