The initial plan, prior to Trump throwing a monkey wrench in on it was 8 Years of Obama, 8 Years of Hillary and 8 Years of Biden and when Trump beat Hillary, the Left and the Deep State lost their minds over it

Back before Trump was president, his acceptable number of possibly infected people that should be allowed back into the USA was less than one. But when he was president, he allowed thousands of potentially infected Americans back into the country.
The Trump administration knew a pandemic was on the horizon, but weakened out response team anyway.
Trump waited until March 2020 to declare an emergency.
For the most part, Trump's actions during the pandemic were based upon making him look good, the lives of Americans were secondary at best.
