In the 90's or early 2000s, in the comics that's why they brought Steve Rogers back. Even though it was only intended to be temporary, sales dropped so much they ended the storyline sooner than was originally planned.

Although I have heard that now, due to the movies, Steve and Sam are both playing Captain America in a new storyline.
