I'd never seen that video until just now, but yes, he is handling that girl in a sensitive area, she looks really uncomfortable. I would just pat her on the shoulder, but he is acting inappropriately, I think - almost like subconsciously trying to cop a feel, even if he isn't consciously aware of it. He probably would put it down to his mental state.
