For me, it's Leo Bloom from The Producers.

2. Jim the "Waco Kid" in Blazing Saddles (1974).
Dunno. Actually it's interesting how out of fashion he and his films seem to be now. I suspect it's that period of time when most 70s & 80s films look old and clumsy and the fashions and cars etc are dreadful. But in another decade or two this will change and some at least will be rediscovered.
