I think Rundgren is her dad. She looks more like Rundgren than Tyler. Why her mom decided to lay it at Tyler's feet, who knows. I'd be curious if there was ever a paternity test.

I know this is an old post, but I've always found it absolutely preposterous that Bebe Buell claims Steven Tyler is Liv's father. No way! Liv Tyler looks identical to Todd! Bebe was such a groupie, though, that she wanted a bigger rock star to be the father, but it's obviously Todd! Same elongated face, same weird top lip, exact same eye shape & color!
