It means the film was mostly or fully done but the studio shelved it.

Either for rights reasons or to cut their loses.

Scoob! Holiday Haunt - for Maya Hawke alone, but I'm also a fan of the Scooby Doo cartoons and have seen all the film iterations even though they're mostly garbage, and the Scoobynatural/Supernatural episode, so it's tradition at this point.
