Help find a movie by description: A policeman who investigates a series of murders of women committed by a man who seems to be a perfectly normal member of society. However, it later turns out that this man has a dark side, and his actions begin to be exposed. The scene with the wrong gloves and fingerprints is an important part of the storyline.

The film is from around 1990-early 2000s.

Was it a US film ? which city?
anything really to narrow it down.
Did it concentrate more on the policeman or the killer?
